In a medium bowl pour boiling water over bran to soften.
Preheat oven to 375˚F and grease or line muffin tins with parchment cups.
In a medium bowl, combine flour, brown sugar, salt, baking soda and baking powder. Stir well. Add frozen blueberries.
To sour milk, add 1 teaspoon vinegar to a 1 cup liquid measuring cup. Fill to the 1 cup line with cream or milk.
Pour sour milk and oil into the softened bran. Add egg and mix well.
Add liquid mixture to dry mixture. Stir just to combine.
Using a ⅓ cup measuring cup, fill parchment cups with batter.
Bake for 20 minutes. Cool on baking rack.
